
Travel Service Line (TSL)
The Travel Service Line (TSL) serves as the central travel processing office for the RSCE and its numerous client missions. Led by the Travel Service Line Manager and supported by a team of 26 staff, TSL is structured into five specialized teams covering Travel Processing Agents (TPAs), Travel Shipment Approvers (TSAs), Travel Administrators (TAs), and Travel Management Services (TMS) contract management and reporting.
TSL processes over 6,000 transactions and approves approximately 2,000 Travel Requests each month.
Core Functions of the Travel Service Line
TSL delivers services through two key functional areas:
1. Travel Processing
The processing team supports travelers including staff, affiliated personnel, and Individual Uniformed Personnel (IUPs) through the following services:
- Creating Travel Requests, Shipment Requests, and Expense Reports for IUPs and Meeting Participants
- Certifying Travel Requests, Shipment Requests, and Expense Reports for IUPs and Meeting Participants
- Certifying entitlement travel for all travel categories
- Sourcing travel itineraries in compliance with policy through the Global Distribution System (GDS)
- Approving Travel Requests and Shipment Requests
- Calculating and certifying lumpsum travel entitlements
- Providing limit amounts for self‑ticketing
- Issuing Orders for Travel Services to TMS contractors for ticket issuance
- Providing post‑ticketing support to all travelers
- Responding to travel‑related queries
- Delivering 24/7 support through the Travel Duty Roster
2. Travel Contracts Management & Reporting
This function ensures that all travel-related operations comply with policies, contractual requirements, and quality standards. Key responsibilities include:
- Ensuring the continuous validity of Travel Management Services (TMS) contracts
- Standardizing the application of travel policy across all missions
- Applying global and local airfare discounts
- Supporting implementation of TMS contract provisions
- Maintaining quality control across all travel processes
- Providing training and capacity building for staff
- Serving as the primary focal point for client service query management
