The Forward Support and Deployment Hub (FSDH) is a vital component of the Logistics Division (LD) and part of the IMS (Integrated Movement Service) within the Office of Supply Chain Management (OSCM). Strategically based at the Regional Service Centre in Entebbe (RSCE), FSDH was established under General Assembly resolution A/75/770 to support the UN’s vision for a more agile, transparent, and cost-effective supply chain.
FSDH’s mission is to deliver efficient, reliable logistics services to all UN Secretariat entities—ensuring the right goods and services reach the right place at the right time. FSDH strengthens operational efficiency, improves resource management, and reduces duplication by streamlining workflows and coordinating logistics across regional and global UN entities.

Movement Operations and Freight Forwarding Support Unit (MOFFSU)
- Oversees UN Global Freight Forwarding (GFF) contracts.
- Coordinates secure, timely delivery of UN cargo worldwide, and provides end-to-end oversight of freight movements, including tasking, invoice reconciliation, and performance tracking.
- Manages freight forwarding for the UN Global Vehicle Fleet procured by UNPD.
- Supports tactical, local, and regional movement needs.
- Establishes regional third-party logistics (3PL) service contracts for field missions.
- Collaborate with RSCE’s Vendor Service Line (VSL) and GPSS to ensure timely payments of freight-forward invoices by UN entities.


Air Enabling Unit (AEU)
- Facilitates and manages air cargo movement requests under On-Call Logistics Capabilities Augmentation (OCLA) framework.
- Under Letters of Assist (LOA):
- Canadian C-130: (Bi-Monthly Schedule) Delivering mission cargo for UNISFA, MONUSCO, and UNMISS (payload capacity 13 Tons).
- Tunisian C-130: On-Call: cargo services to West & Central Africa (payload capacity 13 Tons).
- Zambian C-27J: On-Call Supporting UNISFA (payload capacity 7 Tons).
Stand-by Air Charter Agreements (SACA) - Silk Way Airline IL-76: Capable of moving 3 x 20 Feet containers (TEU) or payload capacity max. 30 Tons.


Regional Deployment Solutions Unit (RDSU)
- To boost readiness, FSDH in partnership with UNGSC maintains strategically pre-positioned Regional Deployment Stocks (RDS) inventories in Entebbe that are part of Strategic Deployment Stocks (SDS).
- Utilizes regional partnerships and 3PL services in synergy with MOFFSU to ensure timely asset delivery to clients.

Through partnerships, FSDH’s integrated logistics model optimizes capacity, improves resource utilization, and enhances responsiveness to Client’s needs.
