RSCE Achieves 100% Implementation of OIOS Recommendations
The Regional Service Centre Entebbe (RSCE) has reached a significant milestone: a 100% implementation rate for recommendations from the Office of Internal Oversight Services (OIOS) and the 78% from Board of Auditors (BOA).
This achievement not only exceeds the Department of Operational Support’s overall target of 70 per cent, but also underscores RSCE’s sustained commitment to robust governance, accountability, and continuous improvement, thereby contributing to the advancement of departmental objectives and reinforcing sound governance within DOS.This achievement is the result of dedicated efforts across the Centre to strengthen operational efficiency and compliance.
Across both OIOS and BOA audits, RSCE implemented targeted reforms that strengthened operational efficiency and compliance. Over the past year, RSCE has introduced new tools and processes that have made a tangible impact.The Sparta tool, for example, has improved coordination among service lines and ensured that open items are followed up promptly, reinforcing oversight and accountability.
Sparta is an internal RSCE compliance and monitoring tool designed to strengthen governance and accountability by addressing audit observations and improving visibility on unresolved items in Umoja. The tool Provides dashboards for tracking open items across service lines and aligns with OIOS and BOA recommendations, ensuring timely resolution of audit findings
Onboarding and separation processes have also been upgraded, with clear guidelines and enhanced tools that ensure accurate data capture and reliable documentation. This enables client missions to have real-time visibility of onboarding and separation records, thereby enhancing the integrity, traceability, and overall confidence in RSCE records.Managing mission closure and transitions has become more streamlined, thanks to a structured planning tool that helps the Centre track activities and meet milestones on time.
In the area of financial governance, the RSCE has developed Standard Operating Procedures for budget preparation and execution, clarifying roles and responsibilities for everyone involved.
The Centre’s digital transformation journey continues as well, with the deployment of Microsoft Planner, Onboarding and Separation Dashboards, and INDICO access management, all of which have contributed to greater transparency, data accuracy, and improved service delivery.
Reflecting on this success, Mr Paulin Djomo, Director of RSCE, shared: “This achievement is a clear reflection of our team’s dedication to upholding the highest standards of accountability and service. RSCE’s success in fully implementing the OIOS and BOA recommendations reaffirms our unwavering commitment to continuous improvement and operational excellence.”
This achievement was made possible through the leadership and dedication of the Legal, Audit Response and Risk Management Unit. This unit plays a central role in liaising with both internal and external auditors, ensuring that all recommendations are addressed promptly and effectively.
By managing the RSCE’s risk registry and coordinating audit responses, the unit has provided the structure and oversight necessary for the Centre to meet and exceed its implementation goals. Their efforts have been instrumental in fostering a culture of accountability and continuous improvement across the RSCE.
Ms Elise Metougue, Chief, Legal, Audit Response and Risk Management Unit at RSCE also emphasized the importance of collaboration, stating, “Our 100% implementation rate is the direct result of teamwork and close cooperation from managers across the Centre. This accomplishment demonstrates what we can achieve when we work together towards a common goal. I want to thank all managers and staff for their active engagement.”
By embedding robust mechanisms for ongoing oversight and standardizing critical procedures, RSCE continues to demonstrate sustained accountability and a proactive approach to managing risk and delivering excellence.
