UNCAP and NCIA Celebrate Major Milestone

The UN C4ISR Academy for Peace (UNCAP) and NATO Information and Communications Agency (NCIA) celebrated the successful completion of one phase of the UN Defence Capacity Building Package (DCB) that has significantly enhanced the operational performance, safety, and security of UN peacekeepers.

The DCB Package includes the introduction of the Virtual Instructor Led Training (VILT) facility at the Regional Service Centre Entebbe that has revolutionized peacekeeping training by providing flexible, immersive learning experiences. The package also included the development and implementation of course materials for trainers and participants in Micro UAS usage, Field Medical Training and IEDs.

Speaking at the event, the Resident Coordinator, Ms Susan Namondo appreciated the NATO partnership and called for more collaboration between partners to achieve the goals of the United Nations as whole.

"At the country level, we’re fully committed to 'Delivering as One.' Integration isn’t just a goal—it’s our path to being more effective, agile, and responsive in an ever-changing world."  She said.

In July 2024, NATO heads of state and government endorsed measures to further support relationship building, dialogue and cooperation including through strengthened support to UN regional centres.

“We, NATO, attach great importance to our relationship with the UN and our partners across the globe. Our updated Strategic Concept which was agreed in 2022 sets out NATO’s priorities, core tasks and approaches for the next decade, and highlights the UN as a key partner moving forward.” Said Piers William Alexander Cazalet, NATO IS Director, Defense and Security Corp.

Speaking on behalf of the RSCE, Deputy Director Nalini Contreras applauded NATO on the collaboration and emphasized the improvements and efficiencies the DCB delivers to training and performance of UN peacekeeping personnel.

“This partnership has significantly enhanced the RSCE, serving as a hub for advanced training with state-of-the-art technology and infrastructure. Capacitating our peacekeepers in the use of digital technologies supports our mandates and saves lives.” She said.

THE UN package is the only DCB package with another multilateral organization and is tailored to UN requirements. The 4 Lines of effort delivered across the NATO enterprise are Counter-Improvised Explosive Devices (C-IED)/Explosive Ordinance Disposal (EOD) training, Military Medicine training, Military Performance Evaluation and Signals, Information, Communication and Technology.
